
A commercial gym floor puts electrical equipment through more work in a month than a typical office does in a year. Treadmill motors run for hours a day, incline actuators cycle up and down all session, and the whole frame vibrates while someone runs on it. Sweat lands on consoles and handrails, cleaning spray goes over the same surfaces several times a day, and mains leads sit on the floor where heavy machines get shunted about during a floor reset. Most of that wear stays invisible until a machine trips the RCD mid-session and takes a bank of cardio kit off the floor with it.
What the law asks of a gym or leisure operator
No UK regulation uses the words "PAT testing". The duty comes from regulation 4(2) of the Electricity at Work Regulations 1989, which requires electrical systems and equipment to be maintained, so far as is reasonably practicable, to prevent danger. Because members and casual visitors are not your employees, section 3 of the Health and Safety at Work etc. Act 1974 also applies, covering people affected by how you run the business. Equipment your staff use to do their job, so cleaning machines, laundry equipment and cafe kit, additionally falls under regulation 5 of the Provision and Use of Work Equipment Regulations 1998. HSE guidance in HSG107 sets out how that maintenance duty is usually met in practice: user checks, formal visual inspection, and combined inspection and testing where the risk justifies it. Inspection and testing is the evidence that the maintenance regime exists, which matters when an insurer, an environmental health officer or a claimant's solicitor asks what you were doing about it.
Why cardio equipment fails differently from office kit
On a desktop PC the flex barely moves. On a treadmill the mains lead flexes every time the machine is pulled out for cleaning or a belt adjustment, and the most common faults sit at either end of that lead: cracked insulation at the plug or cord entry, conductors starting to break inside the sheath, and pin overheating on a plug carrying a motor load. Class I metal-framed machines rely on a sound earth path back to the plug, and vibration is very good at loosening terminals. Extension blocks are the other recurring problem, since a row of cardio kit rarely has a socket per machine, so four-gang blocks end up daisy-chained behind the machines where nobody sees them.
Consoles, inverters and variable-speed drives need a bit of care during testing. The 5th Edition of the IET Code of Practice recognises that a 500 V insulation resistance test can damage sensitive electronics, so the test may be carried out at 250 V or replaced with a protective conductor or touch current measurement. A competent tester checks the manufacturer's instructions before connecting anything to a machine that costs several thousand pounds to replace. The items that get left off the list
Self-powered curved treadmills, air bikes and most spin bikes have no mains lead, so there is nothing to test electrically, though their battery-backed consoles still need a look. Anything hardwired or fed from a dedicated commando outlet sits with the fixed installation and belongs in an EICR under BS 7671 rather than in the PAT schedule. Beyond the gym floor, the list usually includes changing-room hand dryers and hairdryers, vending and ice machines, studio sound and lighting, treatment-room equipment, reception IT and the staff kitchen. Wet areas need particular attention: HSE guidance HSG179 covers health and safety management in swimming pools, and equipment used near pools, spas and steam rooms carries a higher risk of moisture ingress and corrosion than anything on the gym floor.
Setting intervals without guesswork
The 5th Edition of the Code of Practice, published in 2020, removed the old fixed frequency table in favour of a risk-based assessment covering the equipment, the environment and the user. For a busy gym floor, that often means daily or weekly visual checks folded into the equipment checks a duty manager already does, a formal visual inspection part-way through the year, and a full combined inspection and test annually. Back-of-house and office equipment usually justifies a longer interval. School and college fitness suites tend to follow the same logic, though the mix of users pushes the visual checks up in importance, which is why school and academy testing often runs to a different pattern from the rest of the site.
Testing without closing the floor
Gyms are rarely shut, so the practical answer is to work off-peak or before opening, take a bank of machines at a time and put them straight back into service. It helps if your asset numbers match whatever you already use for servicing records, so the electrical report lines up with the maintenance file instead of running alongside it. Labels go somewhere they will survive the cleaning routine.

Do self-powered treadmills and air bikes need PAT testing?
Equipment with no connection to the mains supply, such as curved self-powered treadmills, air bikes and most spin bikes, has nothing to test electrically, so it falls outside the scope of a PAT visit. Battery-powered consoles and any charging leads or power supplies used with them should still be inspected. Mechanical safety on that equipment is covered by your normal servicing and daily equipment checks rather than by electrical testing.
Does the gym have to close while PAT testing is carried out?
No. Testing is normally done off-peak or before opening, working through a bank of machines at a time so that most of the floor stays available. Each machine is unplugged for a few minutes, tested and returned to service, and the equipment that cannot be interrupted can be scheduled for a second visit.
